To do this you need three things: The third level of medicine, a master doctor and completion of puzzle eight. Place your master doctor in the finished bath. The doctor will place lotus plants in the bowls surrounding the bath. Then place the master doctor on the burning fire to light up the burners and complete the puzzle.
